The combined campus, which can house 3,600 students, will open next fall with only 475 students, given current boundaries. The students were supposed to come from Elk Grove's Laguna Ridge neighborhood marketed as Madeira. But the development, once expected to include nearly 8,000 new homes between 2004 and 2009, is still little more than model homes and barren fields. In October, the district lowered the school impact fees it collects on new residential construction, citing slowing residential growth and decreased land values. It was the first such decrease in eight years.

"There's no question declining enrollment has become widespread," said David Gordon, superintendent of schools for the Sacramento County Office of Education. "Not only in the area, but the state as a whole." Gordon, who served as Elk Grove Unified's superintendent from 1995 to 2004, said enrollment decline can have a huge impact on a district. In extreme cases, it can result in school closures and cuts to staff and programs. The San Juan Unified School District has closed 10 schools since 2004, after losing thousands of students. In October 2002, 652 new homes were built in the district, said Baranoff.

This October, just 131 homes were built. He also looks at the birthrate in the district. A downturn in enrollment has already hit neighboring school systems with similar student populations. After growing by several hundred students each year from 1997-98 to a peak of 53,418 in 2001-02, the Sacramento City Unified School District saw its enrollment drop by more than 1,000 students each year from 2003-04 to 2006-07, when it hit 49,355. San Juan Unified saw enrollment growth, too, from 1998-99 to a peak enrollment in 2002-03 of 52,212.

By 2006-07, enrollment had fallen to 47,862. These districts are in mature, built-out communities, however. "As the housing slump gets resolved, I would expect Elk Grove to return to its previous growth," Odegaard said. Board member Brian Myers praised Odegaard for his stewardship of the district's finances. "It's like the Weather Channel saying, 'It's hurricane and one is headed right for us.

You've got our windows boarded up and we're ready for it," said Myers. "You've done an excellent job in getting us out of deficit spending and built some reserves, now we can ride out some bumps. The state is predicting a 1 0 billion budget shortfall over the next two years and has asked state agencies to find ways to trim 10 percent of their budgets. "We'll have a double whammy with (potential) declining enrollment and declining state funds," he said.

"We need to be very careful in how we approach our duties this year." The district's total operating budget this school year is $507 million and nearly 92 percent comes from the state. The district will have a better idea next week about how many students it could lose. Constan-tine Baranoff, the interim associate superintendent of facilities, is crunching the numbers. "It could be one student, it could be 10," he said. To get enrollment predictions, Baranoff looks at the number of new houses being built district-wide, as well as within individual neighborhoods.

He was awaiting the arrival of his second grand-baby, blessed to him by his daughter. She graduated in August 2007 from Iowa State University with bachelor's degrees in psychology and sociology. After graduation, Fallon lived in Ames, Iowa and worked as a counselor at Lutheran Social Services of Iowa. She was a four-year letter winner in softball at ISU. Fallon started all four seasons in centerfield, playing in 198 games, which ranks third in school history.

Mae was born on February 3, 1912, in Winters, CA, but due to the death of her mother at childbirth, was raised in Dixon, CA by her grandmother, Virdella Conyers, and her uncle, Elmer McNair. Mrs. Drew enjoyed golfing and flying with her husband, John, in their private plane all over the United States, Canada, and Mexico.

They were also world travelers. She was a longtime member of the Del Paso Country Club. Mr. and Mrs. Drew were generous benefactors to the Shriners Hospital, Sutter Hospitals, Eskaton Loaves and Fishes.

Mae had been married for 61 years before the death of her husband on December 14, 1996. Mr. Drew had once been Sacramento's largest car dealer. Mae was also predeceased by her cousins, Agnes Avilla of Woodland and Virdella Kahl of Dixon. She is survived by her cousins, Lynn Avilla, Erline Goodman and Mike Avilla and her devoted caregiver, Mau reen Young.

Mark Bateson, an electronics engineer who works as a consultant to the Police Department and has been flying radio-controlled aircraft for 30 years, designed the device in his garage and is donating it to the department. The department is applying for federal grants that would be earmarked specifically to run the aircraft. At first, police plan to use the aircraft only at crime scenes, where it would fly tight patterns within view of officers on the ground. Eventually, officials hope the drone will take off from and land at the department's communications center near Tahoe Park and be used to find missing children, monitor levees during heavy rains and detect prowlers. Najera said the aircraft would have been useful during an incident Monday at the Save Mart in east Sacramento in which an alleged robber held up the store and retreated into the attic. Officers searched the store for five hours longer than a helicopter could be used at one incident before determining the suspect had gotten away. "It will never truly replace a trained police officer in the air, but it will certainly be a very cost-effective alternative to that," Najera said.
